The picture isn't very good (you seem to already know this though). It's not so much that you look bad... but because the picture looks bad, you don't look good. If that makes any sense.
Like another poster said, you look angry (or sad maybe)... But I think that's due to the poker face combined with the camera angle. The dark colored shirt doesn't do you justice either... makes you look even more dark and sullen. Maybe get a lighter color that is flattering/a style that's you?
But that's all easily fixable! Overall you have a nice face and those nice, dark eyes you can kind of get lost in.
Honestly, I think a professional photographer (like you plan on using) can help you a lot with some of the basics to improve your picture.
As for smiling... I don't know. I used to think a man looked better when smiling, but online dating statistics show that a man who looks "confident" gets more attention than a man who is smiling. Not sure how that is done though. But I think smiling would be better than looking angry any day of the week.
