IF I give a guy my number and he texts I will respond. IF they ask me to go out I might depending on how I feel that day. Sometimes I have made plans with girlfriends to watch a movie or go out with them. I am not going to blow off my girlfriends for a date.
I think you should have taken advantage of the time you get to see her at work and talked to her more there in order to establish more of a connection with her, then progressed to going to lunch with her on weekdays, then dates outside of work.

I think you and srjth make great points - he probably should've gotten to know her a little better first, but instead he went in cold and really wasn't assertive about his plans, so I'm not too surprised about what happened.
However, it is really annoying when someone takes forever and a day to respond via text/call, especially when you're trying to make plans, and then you don't even get an acknowledgement after (sorry, I was 'xyz').
