If he's decent looking and has a good personality and is respectful when approaching women, then yes.

If he struggles with dating in a diverse country such as the US or canada and thinks that moving to another country will change that, it's unlikely. He may have a personality flaw. But in some countries( Asia)the women will overlook those flaws if it means marrying an American guy

Do even better? It's hard to say. Being in a different environment with different cultural values could work for or against you. If you go to a country where it's common for women to approach then it might be a diff experience. One that an already successful guy may enjoy.
