No it wouldn't. In Scandinavia their divorce laws are different and their marriage rate is lower than America's. The reason there is less marriage is primarily that weddings cost a fortune that most people do not have.
I don't even think people could get married without a license because most churches are in bed with the State. A marriage license to me is like a criminal contract with the state.
