No it wouldn't. In Scandinavia their divorce laws are different and their marriage rate is lower than America's. The reason there is less marriage is primarily that weddings cost a fortune that most people do not have.

I don't even think people could get married without a license because most churches are in bed with the State. A marriage license to me is like a criminal contract with the state.

Typically, if a couple intends to get married in a church or chapel then most pastors require a marriage license. They won't even marry the couple without one.
