Usually if you examine your motives when you want to contact an ex, you'll find some part of you is hoping to re-open channels of communication using an occasion as a convenient excuse to violate NC. I have absolutely no hard feelings for any exes, but I don't wish them happy birthday, either.
I agree with this. If you dumped her, don't bother to contact her. She may read into and think you're trying to get back together, only to be disappointed.
If you are broken up, and stopped talking to her, there's no reason to start up again. Not being hateful, but just there's no reason for it.

Well, she might read more into this then you want. Do you really just want to wish her a good day, or is there more to it than that? Personally, I've never had any contact with an ex from my past. No e-mails, cards, and I'm also not on any social media like Facebook and Twitter.

I will go against the others here and say that unless things ended on a bad note, why not?
I would confine it to an email, not a card, and keep it very casual. "Hey! Happy birthday! How have you been?"
Unless you want to start something up again. Then you might get a little more mushy, like, "Hey! Happy birthday! Been thinking of you lately and wondering how you are. How have you been?"
