OP, just acknowledge her disappointment. "I know how hard you work and how much you wanted that promotion."

You could even say that in the card that goes along with flowers if you decide to send flowers.

+1, listening, and not trying to fix is the best thing to do. Don't offer suggestions, since that isn't what she is looking for.
