Here's the thing: many men innately believe that when their female partners discuss a problem, we are looking to you to "fix" it. We're not. We just want you to listen and support us when something like this happens.

Tell her that even though she disappointed everyone and herself this time around, in a couple years another opportunity might come up, and she is probably qualified for that! Get her donuts, everyone likes donuts.

OP, just acknowledge her disappointment. "I know how hard you work and how much you wanted that promotion."
You could even say that in the card that goes along with flowers if you decide to send flowers.
