WTH? I don't even like getting hugs from "friends", only from close friends or family. I cannot even imagine anyone who would welcome a hug from a stranger.
Some people are the more physically affectionate type.
The only strangers I'd ever try to ask for hugs would be celebrities who I'm attracted to and admire. Of course they'd have the right to say no. Or they might feel put on the spot and guilted into the hug anyway.

A celebrity would probably think you are a stalker and their bodyguard would have you on the ground in 2 seconds.
I guess it depends on the women. If she happens to have indiscriminate reactive attachment disorder or something, she may be cool with it. Otherwise... no.

^^^ Now there's a smart lady! I wouldn't call it a "cheap thrill" anymore than having a taste for Kung Pao chicken and then heading to the local Chinese Food establishment, sometimes people just have cravings for "Chinese Food" and with that said it's lunch time and I'll be right back!
If a random woman came up to me, told me I'm beautiful and asked for a hug, I wouldn't automatically be thinking, oh yeah, this is great.
I'd be thinking, what the hell, is this a hustle, a pickpocket, woman trying to make her bf jealous, JW, Mormon, [insert 100s of other types of people with motives].
I imagine it's got to be 100x worse for a woman.
if you are worried about the woman being a pickpocket, then make her put her arms around your neck while you put your arms around her waist. that way she an reach down and get your wallet.

ok you caught us. however i dont feel it is a cheap thrill, more like a privilege and a pleasure to hold a woman close.
