I think in general if a woman is on the smallish or petite side they can pull it off easier, no disrespect to Melissa McCarthy but she's a big girl. She's also really pretty, but I think a short hair cut on her would be just awful......

That was my first thought too was that she has a pretty prominent neck on her, so her shorter hair doesn't look bad, but not as good as it could be.
Hair length has nothing to do with the biology of sexual dimorphism. Facial hair does. Both genders are able to, naturally, have long hair. It is purely a cultural issue, and one that varies a great deal over history and among societies.
I dont claim to be an expert but I am going to disagree. It is my understanding tbat the low estrogen levels of most men make it difficult for them to grow long hair of the same quality and shine that women with normal female estrogen levels can. This is based primarily upon feedback I recieved and research I did while unsuccesfully trying to grow my own hair longer. No matter what I did, it looked like straw due to my low estrogen levels.
I think every woman can look good with long hair. Not every woman can look good with short hair.

My hair is long but it waxes and wanes. Ive worn it both lengths and I know that I've gotten more attention with longer hair.
I could certainly rock a pixie haircut and look great, but b/c it requires so much maintenance, I don't usually opt to chop off my locks.
