Very true, especially in the United States of America, and possibly even Canada, too if I'm not mistaken. In China, India, Germany, etc, the guys usually do all of the asking. But in the USA, it's the ladies' job to make the first move.

Not at all true in the NYC tri state area clubs. There is no rule about clubs that covers all of America, that is just absurd. But overall, I am not a big fan of Americas clubs. I haven't been in one in about five years, but on a regular night, they tended to play everything in a weird rap bit that I hate. Also, there are always more men than women so your chances of actually having a woman to dance with are not that great. I've always already had a date when I went to the club or went with a few couples.
Dance studios also host parties and have a lot of woman. Unfortunately, there you do have to know how to dance, not just jump around waving your hands. That proved too challenging for me despite all the lessons I took.

I'm having a hard time taking his posts in this thread seriously. And lol @ "etiquettly" and "earthwise".
In my experience, women have asked me to dance more often than I've asked them. But I've never heard of that being a rule, and I've never heard of any guy being thrown out of a club or bar because he asked a woman to dance (unless he had other obvious issues - e.g. being too pushy, acting creepy, etc.)
If you want to dance, then just dance. Otherwise, don't. Most people don't care...they'll enjoy themselves whether you get on the dance floor or not.
