Well, in most states in America and most countries the legal age is between 14 and 16, so that can be even more unsettling. But I have friends in their mid-20s who literally look about 14, and I've known teenagers to look very old for their age. It's easier to avoid this problem in America though since bars tend to be strict about ID'ing people. If you're out in the UK, where bouncers don't care that much, it's a real danger.
This makes it seem like a 35 year old could date a 16 year old in such a state, but that is not how age of consent works in the states. All states have a caveat on how much older the man can be if the girl is a minor. In many of them the boy has to be no more than 2 years older than the girl.
Again in this case I think it depends mostly on what exactly OP's job or ties are with the University the girl attends, but OP hasn't been back.

Not true. The "2 years older" thing is for those having sex with someone under the age of consent (for example a 16 year old and a 14-year old).
However, if he is in a position of authority (such as a teacher), I think the legal age is 18 regardless.
University policy and ethics codes may trump legality, too, in terms of jeopardizing employment, depending on the OP's role on campus, which he has notably not clarified. Not all schools have ethics codes about faculty and staff fraternizing with students; many do.

Another factor that plays a role, IMO, is the OP acknowledging up-front that the 19-year old in question comes from an unstable background. So it's not just a teen, it's a teen with issues of questionable upbringing - patterns of abuse, neglect, abandonment...who knows, we don't have that information, just the indication that the homelife is unstable. Which does add a potentially predatory element to the whole thing.

Despite the fact that there are tons of male celebrities in their 30s, 40s and 50s who have a lot of adoring teenage fans. Daniel Craig was 38 when he did his first Bond film. He could have had his pick of stable, healthy 19-year old girls. He still could now, at age 47.

You can't really say that unless he actually did. He's married to a woman his own age.

True, groupies do exist, but you are still surmising about what teenagers "would" do. Unless you know that Daniel Craig was fending off advances from 19-year-olds, you can't really say. "Oh, he's cute" does not mean "I want to have sex with him," and even "I want to have sex with him" does not mean "I would have sex with him." Besides, some guy working at a girl's college probably does not have groupies.
