Depends on the situation.

If you're already in a relationship, then, yes, expressing your feelings verbally is a good idea. If you're merely interested in the woman and have strong feelings, expressing them verbally is a one way ticket to rejectionville/friend zone.

It's normal. Usually by the time a guy feels motivated to do that, there's been good indication from the woman that she feels similarly. The people who analyze everything in terms of power plays have issues. Don't take them seriously.
