Oh dear gosh, no, unless you're going to the opera or to hear an orchestra. If it's a dressy restaurant, how about just a sharp jacket and nice shirt open at the collar?
Man, it's crazy how in the 1950's, men never left the house without classing up. Now, it's a faux pas? haha.
I've gone to dumpster-dive bars wearing full get-up and it's funny when alt-hippie women whisper, "Who is that?"
Or when guys say, "Man, I wish I could come here wearing that!"

There is no such thing as being over-dressed. Unless you're at a music festival when it's 100 degrees. But even then, you wear a shirt and tie, might look like you came right over from the job at the high-rise. You may not get extra points - but you sure won't lose any.
And never, ever wear a shirt tucked into jeans.
I will reiterate - tell her you're dressing up. She'll be happy to do the same or she ain't worth bothering.
And don't feel the need to lose the tie. It doesn't take a rocket scientist to know women love men who break-out of the mold.

Yes, some still do. But they usually have a couple of loaner ties for clients. You don't like yourself in jeans? Then not khaki khakis, but navy khakis. They're almost jeans. You don't have any? Go out and buy some--it won't kill you.
OP, you must be young and inexperienced at dating. That's why it is probably best to find out what your peer group is doing for dating apparel. Ask your friends and coworkers about what they wear. Also ask women friemds your age what they like for their dates to wear. Additionally you can observe what other people your age are wearing in the venues you plan to go to for your dates.
Since you are not sure about this, I have to assume this is your first date. For most people, first dates should be relatively short and casual and mostly about the conversation to determine if you are compatible enough to have further dates
