I imagine that the vast majority of mature, socially well-adjusted men and women would definitely be turned-off by her behavior, OP. They wouldn't want to date such a person. It's unlikely that they would want to even be friends or acquaintances with such a person. And they would be reluctant to hire a person like that, even if she/he's otherwise well-qualified for the job.
Most decent, socially-aware and happy people generally try to keep their distance from those who constantly express such negativity about others. (There are exceptions, of course.)
With that said...even if she was unnaturally obsessed with strangers' looks in a positive way, that would still give me some pause. It's normal to have a curious reaction toward the rare person that looks "way out there" (depending on how the reaction is expressed), but I doubt I'd want to get into a relationship with someone who cared THAT much about the appearance of typical everyday strangers, regardless of whether those strangers are other guys or women. It's shallow, period.
Mean Girls Club. She's the one who's ugly, and I'm not talking about looks.
It doesn't matter if she thinks she's being quiet enough about it. Some people have very good hearing, can you imagine how awful you'll feel when they turn around to see who said that?
