There are strict quarantine laws in Britain that prevent rabies from being introduced into the country. A pet would have to be kept in isolation for a number of months in a govt facility before being allowed to join its owner.
As far as Markle is concerned, she’s unlikely to last that long, I fear.
She's giving the pet to people who are good friends, and who she trusts. To me, that's a better alternative than leaving the pet in a gov. quarantine for months, and the dog not understanding why it's been abandoned.

That whole quarantine process sounds ridiculous. Proof of a current rabies vaccine should be enough. Besides, they’re the royal family. They don’t have enough power to get around that rule?
The UK no longer automatically requires the long quarantine for pets from the US that it used to, provided other conditions are met (that this dog in particular may or may not meet).
I'm guessing it was too old to go and it was best for it to stay with friends/family? I am glad she it was left with someone trusted and not just dumped.
For me, my pets are part of who I am. If you want me, you get them.
