You shouldn't have to talk someone into liking you.
She's trying to let you down in a nice way. Take the hint.

She's not hot for you. If she were, she would find a way to see you. Right now she's making excuses that won't hurt your feelings, and that is what you need to hear, not the "I like you" part.

You can be sure because if she was really into you she would figure out how to make it the right time. I suspect like someone else says, she does want to let you down easy. So she doesn't dislike you as a buddy, but she isn't in to you as Mr. Right. Just take it for what it is, and move on. Be glad she was honest and forthright enough to tell you rather than string it along.
If somebody wants you in their life, you don't have to sell them on it.
