I would like to ask her out but don't want to come across as 'creepy/pervy".

I don’t think that you can ask her out. What would be the point of doing so? The general idea of dating is to explore a possible romantic relationship. I think that you are smitten, which is nice, but you should let it pass. And don’t be lonely, ask a woman out with whom you would have a better chance of a relationship.

Now, if you’re looking for sex with a 18-19 year old, well there are phone numbers for that.

You can't be dating college girls at your age. That ship has sailed looooong time ago. Sorry, man; it is what it is. Plus, with the feminist indoctrination women get in college, and her low odds of liking you, she'll #MeToo you into next Tuesday. After all, she gets approached constantly by men her age on campus and on dating apps. Dating-wise, the world is her oyster. Someone 3 times older than her is highly unlikely to be on her radar, unless she's Seeking Arrangement (capitalized intentionally).
