Sounds like they got a license which he is "keeping safe".

I don't think it's a matter of fake documents. I think they got the witnesses in order to get the license and he told her that they were married based on that event.
She never stated they went twice, or that her friends signed during two events - once to get the license and then again to be married.
He duped her, is what I'm thinking. They went to get the license and he told her they were actually married and the license is the document she kept referencing.

And did they go to two different rooms to get the license then get married? They are two different locations within the building.
Couples who want to marry must obtain a marriage license before the ceremony. The marriage ceremony must be conducted by a recognized officiant. Both parties must solemnly declare their intent to marry. Following the ceremony, at least two witnesses are required to sign the marriage license.
The witnesses did not sign the application before the ceremony. The witnesses are there to WITNESS the marriage, not the application.
