I would be horrified if my 14 yo was messing around with an 11 yo. I would be murderous if my 11 yr was the one messed with. Would it be okay to prosecute him and regiater him as a sex offender if the girls were younger? How young would be justification for registration?

Agreed. Registering and being labeled as a sex offender would be the least of his worries if the 11 year old girl was my daughter.

That is a good question...I don't know what age would acceptable to charge a child as a sex offender. If a 14 year old messed with my 11 year old I would be the prisoner, that's for sure
