Not in a lot of states. Georgia and Tennessee require you buy your ticket in cash, to keep somebody from maxxing out their credit cards.
A debit card is as good as cash. They can't turn that down. Otherwise here some places don't take CCs, either. The keyword, though, is "some," which means their rules have nothing to do with the lottery's rules.
What if your friend was already rich ? I'd still offer, and let them decide if they want to turn it down. Would be the same if they weren't as well off.
What if you really didn't like your friend that much? I'd still offer something.
What if your friend was 90 years old? Grandkids.
What if your dream house was really expensive? It wouldn't be.
UNLESS the 50 cents was payment of a debt (Hey buddy, give me that 50 cents you borrowed last week.) or the buddy said, "Here's the 50 cents. I expect to be paid back," I'd consider it a joint investment and split it without thinking about it.
I actually had a second or third cousin "win" a multi-million dollar lottery several years ago in an odd manner. It went something like this: She was running a convenience store, sold a ticket to someone who didn't have the money to pay for it, and so the ticket stayed in the store. An hour or so later the number was drawn, she looked at the ticket and saw it was a winner, put the $1 in the drawer and pocketed the ticket.
The store owner claimed it was his, because had the ticket not been a winner he would have had to pay for it. I think one or the other offered to split the winnings, but I'm not sure how it all turned out.
Yeah...it sucks here. Anytime you feel you wanna throw away your money, it has to be cash. Nothing else.
Ha! The annoying and ridiculous part is this is the only purchase/payment I can't do online or in some other automated fashion! Otherwise I don't have a single recurring bill I write a check for!
