My priest told me that "its not considered cheating" if your drunk!

The only thing is - the courts are also pretty forgiving of many crimes if you can come up with "temporary insanity", "low IQ" and other fake excuses. Murderers and rapists are released from prison all the time to repeat their crimes.

Priests just by being priests are no less human, and they need salvation as much as anyone else. They invent the same kinds of excuses for sinning as do others.

Report this priest to the bishop, the Catholic church does internal investigations into this stuff. He should not be a priest if he is giving advice like this. Report what he said to the church and hopefully they will remove him from the parish.
