Do they? Like one time, I remember going to pay my rent, and I had to fill something out and I had to put my name down. Well, the girl at the desk insisted that she do it, and well she was obviously wearing something revealing and bent down to write the info down, I couldn't help to not look.
If I could turn red, I would've been redder than the kool aid man.
One thing I can speak for the entire world of women on...we don't ALL follow a universal code. I am sure there are women who do exactly what you say. BUT there are those of us who do not. One thing I have found is there are FAR too many men out there who think that a woman's entire life revolves in getting a mans attention. I don't put on makeup for men, I don't wear a certain kind of clothing for men, I don't wear jewelry for men, I do it all for myself and what I feel makes me look good, none of it is to attract a man. I want to look good for myself.
We do so on purpose to a certain level (I mean, you can't blatantly ignore cleavage). However, sometimes we get ourselves in over our heads though. Not every little cleavage shot is intentional. I've had times where I wanted to bang my head against a wall for wearing a cleavage-baring shirt when I probably shouldn't have.
