Of course they do...especially if they are attempting to lure someone into talking to them or have a self esteem issue where they must be complimented every five minutes to feel validated. The latter type also tend to get boob jobs from total lack of confidence, self worth, and they tend to follow what everyone else thinks is cool to "fit in".

On the other hand, it could be because a woman who is well-endowed is confident in herself and wishes to express that.
I think it's pretty dumb for a woman to get offended if men look though. Knowing how guys are, they will look, even if it is done covertly. We can't control other people's eyes.
I'm a busty 38D. Anytime I wear a top that is in anyway low-cut, you will see cleavage. I'm not trying to show it but I'd have to wear undershirts or tanks under everything to stay covered up. It just happens.

To be honest si, it's a rare occasion when it's been necessary.
Thing is girls have boobies and a lot of boys seem to like them. That's life. What I know is that I am not my boobies so it's no biggie to me if a guy gives them a cursory glance and then resumes talking to ME. I'm pretty good natured about it. BUT I don't like boorish or meat head behaviour so any disrespect and I see no reason to remain good humoured.
One fella who seemed completely & repeatedly entranced with the girls one night irked me so much that I marched up to him and his group of mates, bent down, inspected his crotch then stood up and politely said, "Sorry, not big enough" then winked and walked away as his mates errupted into laughter around him.
LUCKILY it turns out he was a good bloke who was clearly momentarily hypnotized because once I'd snapped him out of it, he bought me a drink and I returned the favour and we became good friends. AND he stopped being a creepy ****er and made sure to talk to my face and not my chest from there on in.
Because its true. I'd have to wear extra clothes to prevent it from happening.
