If he is smart, he will contact a bank like Northern Trust or Wilmington Trust and establish a family office to assist him in the management of his financial affairs for himself and for his family.
Let's hope he does not make the mistake that too many who come into large amounts of new wealth make -- i.e. trying to handle the money himself or handing it over to a person of questionable wealth management experience and/or of dubious character.
You should hire lawyers and accountants. Then hire lawyers and accounts to watch the lawyers and accountants. And spread the money around to various entities. Anybody who trusts all of their investments to any one person or entity is a fool. And you know what they say about a fool and his money.
Unless one (or both) live with him, why do the mothers of his children deserve to share in his windfall? They didn't win the lottery, he did. They deserve to make sure their children are appropriately looked after. That's all they're entitled to.
I know a LOT of people are going to be after that money - I hope he looks after himself as well and that someone wisely stashes some money away for those kids' college educations.

If one won the lottery, the best possible advice would be to move immediately. Simply pack the car, pick a new city and state, and live there for a year. Then you can come home to live when most of the city has forgotten about you.

He was working as a minimum wage convenience store clerk at the time so it is likely he was not well educated nor had any great job prospects. Let's cut to the chase. He was probably not considered a great catch, pre-lottery.

I googled. He's not that bad looking, he's just "poor" ugly. Meaning if he had a twin who was at least middle income, the twin would be good looking due to having the finances to up his personal hygiene level.
I also see that he has a girlfriend and two children, so what you are implying in your post is flat out wrong. Someone did indeed find him a catch pre-lottery money. At least one, maybe more.
I saw him on TV (Today Show?) and he didn't seem that bad. Sure, he has missing teeth but that seems to be purely because he didn't have the money for dental care (he mentioned that one of the first things he wanted to do was fix his teeth). And, like Onglet said, he already has a girlfriend and kids.
