No witches can never summon souls from Heaven , as their spiritual authority has been kicked out of Heaven and cannot return..... See in the Bible from Revelations 12: 7-9.....``And there was war in heaven, Michael and His angels fought against the dragon, and the dragon fought and his angels , prevailed not, neither was their place found any more in heaven...an the great dragon was caste out , that old serpent , called the devil, satan, which deceives the whole world, which was caste out to the earth and his angels were cast out with him....Then a voice from heaven saying Now is come salvation, and strength, and the kingdom of our God , and the power of his Christ, for the accuser of our brethren is caste down ```........... See the spiritual authority of witches is this devil and satan and his fallen angels are cast out of heaven and cannot go back , so any authority of witches is also closed for heaven , as the power of Christ through Jesus blood He shed closed the door on evil and opened it up for though who obey and claim the righteousness of Jesus on their lives ....

Witches don't generally communicate with any who have crossed over unless they are also a Spirit Medium.
There are "familiar spirits" roming the earth which are 'familar' with the situations of mankind.
As there are "generational spirits' from one generation of a family to the others.
That's why their called "familar spirits" or "generational spirits" in Scriptures.
These spirits know what went on in the lives of people when they were living on earth.
And when witches summon a pictular person supposley up from the dead they get these spirits.
Which protray themselves as the persons they knew of.
So the Witch of Endor did not summon God's Prophet Sammuel up from the dead.
