They are just a bit ahead of the curve, but the trend as we all know, is also happening in the US. Canada and Europe are closer to the goal, and quickly getting there also.
However, there is a lot of work left to do, as 46.6% of Icelanders say they are religious. From the article:

So now, every crime, and every immoral act, every dumb move or speech, every educational failure, every drug addiction, every alcohol problem, every smoking problem, every pedophilia done by any Icelander under the age of 25 will be blamed to Atheism!

No, they'll be "blamed on" (if you will) the person, rather than a fairy or a devil or the downfall of an ancestor. "Blame"/responsibility will lie with the person actually committing the act. Which is pretty much how it should be, correct?
And it'll work the other way, too. The well-to-do won't shrug their shoulders and turn away from starving children because it's man's fault (somehow...collectively...and even though it couldn't be those children specifically at fault) for having eaten a piece of fruit and screwing things up, so, oh well. Nor will we be told to "be patient" and wait until our child's rapist/murderer dies because THEN he'll really get his, from God. Or to wait a few more thousands of years for some cataclysmic event where the wheat will magically be separated from the chaff...hang in there, The End is coming with the earth falling all apart, at least we have THAT to look forward to, eh?
Rather, people will have responsibility for their actions, the innocent won't be collectively blamed based on some "downfall" "perpetrated" "by man" and we'll all be responsible...now...for the here and now. And will see the here and now for what it is, and want to fix it. Here. And now.

Crimes would be blamed on whoever actually does the criminal act, just like before, just as all civil societies do regardless of religious (un)belief -- which (un)belief is totally irrelevant to each individual's personal responsibility, which is either discharged properly as society requires, or not.
I think your basic problem is a misunderstanding of the human condition and the sources of vice (tendency to do things that harm others or oneself) and virtue (tendency to do things that benefit others or oneself) and of motivation itself. We know by now that these things don't come from an imagined spiritual realm. How can you possibly reduce human suffering when you aren't clear on the sources and nature of human dysfunction??
