My guess is that he was indifferent to how what he was implementing and supporting for Nixon impacted actual people, but it bothered his conscience towards the end.

It interprets the law. But I doubt that cupper's semantic shortcut reflects a failure to understand that.

The open question between conservatives and liberals regarding that is how one interprets. Strict or loose constructionism / originalism is opposed to what originalists would decry as "judicial activism" because the interpretation is sufficiently situational / pragmatic / relativist that it is thought to defeat the "original intent" of the law. In that interpretation it would be up to Congress to change the laws themselves, not up to judges to change their meaning.

Personally I think it's entirely valid and even right that judges should apply modern understanding of justice to the generally less enlightened "intent" of past eras. I certainly would not want a judge interpreting slavery or indentured servitude or Jim Crow by the unenlightened standards of even the 1950s much less the 1850s or before. Morality is a societal construct that is always changing based, yes, on consensus. That's why we quit lynching blacks who try to vote or date outside their race, for example.

The Supremacy Clause (Article VI, Clause 2), gives Federal law supremacy over state law.

In Marbury v. Madison and Cohens v. Virginia, the Supreme Court held that the Supremacy Clause and the judicial powers granted by Article III give the SCOTUS the final say in deciding matters of Federal law, including Constitutional interpretation, and that it can overrule decisions made at the state level.

Increase the taxes and important a million freaking enemies of America, O you haters of America, go out and grant amnesty to every illegal and urinate on the law of the land to refuse the law in controlling our borders, in fact, Tell the freaking attorney generals not to prosecute lawbreakers, and set all the criminals free because you don't agree with the law. Have the Attorney general of the United states instruct ALL his attorney generals to refuse to prosecute criminals who are illegal and breaking the law. No longer shall you go after or prosecute people who break the lower drug laws, and let us laugh at the entire institution of illegal immigration, but wait, let's not stop there, let all the stupid colleges and professors teach ANTI AMERICA. Yeah, let's burn the stupid flag, and in fact, let's have our public schools and our colleges wave racist flags for black lives matter and let us build sanctuary places for all the supposed oppressed in our land and let us teach them well who our oppressors are.
