Of course he is. There will be a day when he comes to rescue his creation. Until then, he's being patient to allow his people to come to him.
So is this conformation That there is nobody in heaven to date BFun?

16 For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first:
EVERYONE dead has rotted in the grave waiting for jesus?

The bodies are still in the graves. There are certainly souls in heaven. When Jesus returns, souls will be reunited with bodies and they will rise.
I hate to think what those bodies are going to look like after any length of time.Yuk!
Can you imagine the work that's going to be required of their god-thing? I mean, it's one thing to grab some dirt and make a man but it's got to be quite another to reassemble billions of decayed, worm-riddled corpses and buff them to a bright, new shine with that New Person smell.
If I was a god-thing I'd druther spend my time fishing or shooting pool or playing with a puppy.

BFun that’s not what the scriptures say unless you can provide the souls in heaven souls verse?

Yet, he does nothing to intervene at all in what happens on Earth. If he never intervenes what's the point in prayer?
The bible is always saying the same thing. That it is possible to worship God even without explanations, even when we don’t know all the reasons. Just have faith. Unfortunately the problem with faith is if it is ever right about anything, is right by accident.
It is impossible for all of these statements to be true:
(1) God is omnipotent (that is, all-powerful).
(2) God is omniscient (that is, all-knowing).
(3) God is perfectly good.
(4) Evil exists.
