No, I didn't miss what the OP said. Nor did I say the Water company posted the notice. What I also didn't miss was nowhere in any of the posted notices is a request for money to be paid to the Property Manager, as the OP suggested.

Since I don't personally know any of the principals in the matter, I can't say that the OP is a crank or the Property Manager is a jerk. But reading the letters gives no indication that anyone is asking for money unless the tenants wish to have their water service personalized.

I also didn't miss the fact that one of those "notices" is dated 2010.

Well, seems that you missed that part where they said this notice wasn't the first one..hence the one posted dated 2010.

No utility company is going to post a generic letter like that on a mailbox or a community board...instead they will send those letters, by MAIL, to the account owner/holder.

So, your idea of them being legit is a bit off.

Perhaps your interpretation of my post is what's a "bit off". This is what I said -

How do you, or I, or anyone else not living at that address, know who put the notice on the mailbox? That notice could have been posted by any one of the residents who live in that complex, if we assume that it was received through the U.S. Postal Service.

I said the documents looked "legit". The OP called them "bills" but I haven't seen any "bills" in any of these posts. Only a letter stating that the responsible party is in default and offering the residents an option to prevent loss of service.

Instead of trying to find (unsuccessfully) a flaw in my logic, you might try analyzing more closely the OP and the claims (unsubstantiated) therein.

Mail is loaded from the back and the residents access the boxes from the front. If the letter is in the tenants way then tear it off and go about your business.....

The USPS has exclusive protective rights to the inside of all mailboxes everywhere in the USA. Another words no one outisde of the USPS can place mail, notes or any kind of pamphlets inside any mailbox regardless who is the owner......The end.
