I've had a number of pieces of mail that I've scratched out everything - address, barcode at the bottom, anything that could identify my address, wrote does not live here, return to sender, and dropped it off at the actual PO. A couple of weeks later, that piece of mail STILL found its way back to my house... and it's happen to a number of envelopes.
I'm at my wits end and its really tempting to just trash them. I don't know how they return to my house, especially when I drive to the PO to turn them in.
We get mail from the old tenants about 4 days a week.
its not your responsibility to take care of someone who's grown. if they cant fill out a change of address card, then they definitely couldnt pay the bills that are still sent to your house. idk how many collections letters i've gotten for the last tenants

and slid under your door OPENED....is that a crime if a neighbor opens your mail?
I would assume they opened it by mistake (not paying attention to whom it was addressed). I think if there was any criminal intent behind your neighbors actions, then you would never see the piece of mail - they wouldn't bother trying to return it to you.

3) people is hallways 24x7
4) crying baby
5) upstairs neighbor using shower
6) guests using complex's washer/dryer
7) now...someone opened mail by mistake.

What's next, someone drove into the parking lot at night with their car lights on? Or, someone slammed their car door hard?

You missed one. Neighbor in brother's apartment building who has a lot of visitors coming and going, door opening and closing. Conclusion - drug dealing and LL should be held responsible.

I think you answered your own question from above...no, they don't work. They have a lot of time on their hands and have nothing better to do than spy on their neighbors and report them here.
