I'd find a cop friend and start having over to the house a lot, then the neighbors would get a bit nervous, uncomfortable and perhaps move.

Air quality management. Housing authority. health department. That's who I'm calling. It's coming through my vents non stop day and night. Plus my landlords a slumlord and I'd like her to have to deal with them make her earn her money. It's time for a reality check for both her and the stoners.

report to management if you are located in a non smoking building. if they do nothing its better you move, not much you are going to do with lazy management unwilling to enforce their own lease polices.
