It didn't make sense 7 years ago but I doubt anything can be done to correct it now. Statute of Limitations is probably up.

I understand it's old, I saw the date. I was commenting because I'm in Canada and we run electric heaters for at least 6 months out of the year AND run AC for at least two.

But the rates and resulting bills wouldn't be very comparable to the present day either.

Nor location. I was living in Hawai'i not that long ago, and our electric bill was routinely ~$300. No heat, no a/c. It's hard to compare across years, regions, and weather patterns.
