I can't believe I have to spell this out for grown adults.
Age doe not make a person an adult.

Doing something that could get the police to cite you for, or that would cause the LL to evict you--worst possible option.

Well I say scare I mean screaming to the top of my lungs. I don't beleive I can be evicted or cited for that

Really, ever hear of disturbing the peace? You would be no better than the noisy neighbors if you were to scream, plus you would resolve nothing.

I would see if I could find a small home to rent where you only have outside neighbors or a building that is geared toward adults only or older adults. Of course all of this depends on your age and if you would qualify and your budget.

Well, at least one definition does mean age makes a person an adult.

But I get what you're saying, age has nothing to do with maturity.

That's my point, I can't have a relaxing evening in my place so why should they?

But i am only acting out at 1am because I am being disturbed by noise from them. I don't go around yelling for nothing at 1am

You call the cops, via their non emergency telephone number if your neighbors are creating a disturbance. You don't create a new situation. By the way, expect other neighbors to be woken and disturbed if you follow your DIY plan, and they will likely notify your LL about your behavior.

My definition of a lousy landlord is one that evicts tenants for knocking on another neighbor's door because that person is causing noise disturbances.

Of course, if that neighbor reacts violently toward you that's your problem.
