I'm not completely unfamiliar with the NYC laws relating to lead paint but your response doesn't really answer my question. If the lead paint hasn't been removed since the new statutes were introduced then I don't think there would legally be children in the building (viz your comment,
"The building is a hazard to all the residents, particularly the kids and elderly people that live there.") which is why I questioned it.
I've no doubt at all that the ongoing construction is awful to deal with but if lead paint were a prime issue I can't imagine that the attorney wouldn't have been all over it right away. I'm just a little confused.
