Colleges have off campus college owned housing that is restricted by the college.

That's a key piece that must be answered by the OP before we continue chasing windmills.

OP, do you have a standard residential lease or is it a license or rental agreement?

Is this on-campus housing, that is a suite with shared bathroom or kitchen facilities? Then I can certainly understand restrictions such as these - they are for the benefit of the suitemates, who could easily find an ever-present guest an imposition. If so, then plan on moving off-campus.
