Makes no difference.

If the police is stating it is civil then it means you have broken the rules of the mobile home park or at least not lived accordingly to the rules that apply for everyone and if you feel that is not true than you can sue them in civil court.

Shockingly wrong.
A) If I had a dollar for every time I've heard the police tell someone that something was a "civil matter" when actual criminal statutes had been violated, I could buy my own country.
B) Even if a rule is in place, most covenants as well as local and state laws lay out a process by which the removal of property may happen. I highly doubt this happened here.
Here is what I would do.
- Go to the place where the hoop is located and demand for it to be returned to you property immediately.
- If they refuse, go to your local police/sheriffs office and ask to speak to a detective. Do not let a uniformed officer or civilian employee put you off by telling you its a "civil matter". Speak directly to a detective.
That will be a good start,
