I rented a 8x8 studio space with Activspace. When I was shown the space initially the manager said that the previous tenant left the hard wood laminate flooring and did i want it taken out, I said no, its fine leave it, I dont care. So it's noted in the lease that the studio is rented "as is".
2 years later Im moving out and now the new guy in charge is telling me that its my reponsibility to take it out. The flooring that i didnt put in, im responsible for removing??

Is this right?

Let me guess, the building management changed in that time? They're not supposed to rent the spaces as-is, so if you have documentation that the manager did this you can probably say it's their problem to deal with. Otherwise, get your pry bar and a can of gray deck paint...
