the IR1 is a greencard, it's a higher level visa than the H1B1 for employment.(
It is NOT a green card. It is a spousal/relative visa and a step towards permanent resident alien status. The entering spouse is mandated to enter the US before its expiration, is permitted to work upon entry to the US and then paperwork is processed for the issuing of the green card. As soon as he enters the country he applies for a SSN which usually takes up to 6 weeks to process.
If his spouse is the GC holder who is sponsoring him and it's her bad credit rating in the US which is preventing them from finding a rental, that's too bad. Notwithstanding all your sidetracking editorials about the unfairness of it all, the system works and they'll simply have to find a private landlord who doesn't perform credit checks (and there ARE plenty of them despite your assertions to the contrary) and "make do" until such time as the husband gets to work and establishes a decent credit rating which will pass muster with everyone.

Well, the fact that the OP doesn't understand that an immigration visa, which can, and usually does, lead to a Green Card, is still not a Green Card, isn't helping matters any.
