Simple. No. If you can't come up with security and first month means you really can't afford to live here. This tells me they are living soy heck to paycheck. And they will ALWAYS have a reason/excuse why they are late.

The warnings you are getting about splitting AT ALL are valid and reasonable.
But they are also a bit extreme and absolutist for the real world that I live in.
If the income level and credit history pass muster... they shouldn't need the help.
But all sorts of other factors also come into play as well.
Know WHY you're willing to help...
and that it's based in something more than concern about not renting THIS week.

Did they not no they were going to move is that why they could not save the money. Do you think it is a good idea to rent to a person that lives check to check anyway. You will be asking about a 3day notice soon.

If they asked from the start to pay 1/2 twice a month or the 6th because of SS yes it happens, but there asking because they do not have the money with the terms they agreed to. This cannot happen.
They can't afford to move into your rental. If they have enough income and good credit, they can borrow the money for the deposit from someone else. If their credit is good enough for the landlord, it should be good enough for the bank.
An additional red flag on this play. If they didn't mention right off the bat that they don't have move-in money, and they went through the whole application process and approval and didn't mention that they don't have funds to move in until time to move in, they are manipulative and dishonest. You really don't want them as your tenants, OP.
Our new tenant wants to split for paying the security deposit as follow:
Paying 1/3 amount on the day of moving-in - Sep. 1st.
Paying 2/3 amount 10 days later on Sep. 10
We want to put a clause in the lease agreement for this matter.
How could be the phrases written to protect the landlord?

We allow splitting security deposit...but all money needs to be paid prior to getting the key and all other money needs to be paid.
Otherwise be prepared for things to come since they don't seem to be able to afford the rental. This is 2014 and not the 1900.
