Here is what is happening:

We've been late a few times over the year with our rent, but we have never not paid it and we have always included the late fees when paying rent. End of August 2014 our year long lease ended so we were technically on a month-to-month.

December 2014 the landlord emails us and says he wants us to write him a notice saying we'll be vacating at the end of January 2015. We did. Basically, he wants us out, and now claims he is selling the house.

We email the letter to him in mid December 2014. We are paid on rent through January 2015. He never mentions or offers or says we can have an initial move out inspection
But according to what I read online we can request one. I called and emailed him for the inspection the week of January 19th and requested if we can do it that following Friday or weekend. He never responded or got back to us.

That same weekend, however, my wife just says to contact him and turn in the keys when we're done cleaning as she is tired of him never responding to us, only when it is convenient for him.

I text him Sunday, January 25 and he text back and meets us at the house. We give him the keys and he says everything looks good. We even took pictures and video taped the house (my wife and I).

So, according to what I read online the 21 days starts the day we gave him the keys not the day we technically would've moved out right? He has until midnight this Sunday the 15th to give us the deposit or an itemization.

I just want to make sure I understand correctly. We live in California

You are correct. A landlord has 3 weeks from the time of reliquishing possession to present you with your deposit and an itemized list of deductions, if any.

He has 21 days to mail you an accounting of the deposit.
