Maybe nothing you can do to prevent your tenants from leaving.

My tenants of 6 weeks gave 72 hour notice when a teen girl was caught attempting to break into the apartment by breaking a back window and fortunately someone saw her...

My tenants said the apartment is great and so am I... they will take whatever hit but will be leaving...

If your tenant wants to move... NOTHING you can do will prevent this if this is what they decide.

All you can do is attempt to recover your loss while mitigating the damage.

So your tenant doesn't have internet service now? That would be enough for me to move out before my lease was over, not to mention being scared of the destructive neighbor.

If the attic is HOA common space you are darn right that the HOA has the power the step in. My old HOA could step in and repair internal items if they affected other units.... Blowing pipes spewing water from one unit could affect others, so the HOA was allowed to open the unit for repairs / charge the owner for those repairs.

Good luck with this difficult situation. Maybe the repairman can put some sort of sheathing on them. At this point I would be worried that the guy is going to cut into something that will burn the whole place down.
