He should be an adult and hold it until he could find a bathroom. By your logic, if someone is in an area where there is no immediate access to a bathroom, they should just drop their pants and go.

So? If he can't hold it, he needs to prepare for that so he doesn't have to urinate in a public area. The OP didn't say she went out of her way to get to her unit and was still able to see him. If he has some sort of condition, he needs to find a PRIVATE place to use the bathroom.

well at that time it was in bushes, not in the middle of the street
and sometime you need to pee and a bathroom isnt availeable.

the man was peeing in the bushes, and probably didnt expect the tenant to come walking by, and the tenant should have been adult enough to know, that sometime men have to pee, it happens, it isnt earth shattering or the end of the world. it was in the bushes, not on her stoop.

Public urination is illegal. If you have to pee, go somewhere that you cannot be seen. End of story.
He was peeing in the bushes, but you could plainly see everything, including his penis. I am not the only tenant on the property, and there are children here, more than just mine. It is illegal and he is leaving parents in a position where they have to worry about their kids seeing the genitals of a 60 year old man.
I talked to the other tenants and a couple of them saw it happen before as well. There is a single dad who has an 8 year old girl and she saw it once and went running home and told her dad. She had been playing in the front yard and saw it. He actually said something to our landlord and the landlord denied doing it.
To some of you saying "get over it" I wonder how you would feel if someone started to pee in your yard without your permission?
To answer some questions, yes my kids saw his penis. It wasn't just him peeing, he was exposed. They could clearly see everything. He made no gesture to be discreet.
Yes there is a bathroom he could have used. There is an apartment he turned into his rental office that has a bathroom in it. Its right there on the property.
