LL doesn't owe your electric bill, but does owe you a functioning furnace. Document it. If the furnace is in your unit, do what he asks you about letting in repair man. If the furnace is in a common area, it's the LL's responsibility to give him access, although it would make sense for you to help with this if you can. Meanwhile, if LL doesn't do what he's supposed to, to fix problem, you can call the town inspector. If he comes by, and you aren't running the space heater, and temp is below a certain point (I think it's 62), town will mandate that he repair/replace the furnace. At the same time, you'd better start looking for your next place if you have to do this, because he's not going to renew your lease if you do call the town on him.

Seriously? They did what they were supposed to and provided you with everything that you needed. You're the one that dropped the ball by sitting on it for weeks. Why would you try to put them on the spot for it?
And needs to be retired... Ah, I've heard that about many a furnace... Quick reminder: keep those filters changed. Nothing worse than calling out for service/sitting in sweltering heat because your filter was clogged. Fastest service call I ever rode along on, literally 3 minutes and still a $70 bill.
Hello everyone thanks for the feed back. The repair guys coming tomorrow he had called a different company to show up and I never brought up the electric bill in our lease it states we are responsible for paying out heat bill and he only supplies the source, and no town I don't want to upset him especially when he's done everything to accommodate us.
