Is there any demand for rentals already set up in the garage to plug in and charge an electric car?

Good Question, and it might be a regional one as well. Electric cars can charge from completely empty to full in about 15 hours using a normal three prong 120 Volt outlet.

The ports that you often see at shopping centers are 240 Volt chargers, and they can charge from completely empty to full in around 8 hours. They would use the same type of plug as a dryer, so if the wiring in the property can support that, its likely fine for the charger. You can buy these charging stations at Lowes, Home Depot, etc, and they typically use the same plug as a dryer. AFAIK, installation is not much different than mounting a shelf or a flat screen tv, assuming you have the 240V plug.

Most manufacturers give you the charging station for home use when you buy the car new. As near as I can glean, they offer varying amounts of support for getting it installed in your garage.

this is a good question since the buyer of the plug in vehicle is responsible for the installation of the 240 volt charger. once they leave I would consider it a permanent fixture!!! I see no justification in electric cars. maybe in califorina since this is the home of all of the tree huggers. I know out here they will give you the 240 volt charger free but I have to be in a 2 year agreement with the power co to monitor my usage big turn off there plus ide have to pay to get the charger installed wich I heard can get quite expensive and to leave it behind if I move when I was renting as the land lord would probably consider it a permanent fixture and that's even if he would allow such an installation

Sounds like a hassle. I would just ask an electrician to wire a 240V plug to my garage if I owned. I would ask the LL if I could if I was renting. The charging stations unscrew off the wall so they aren't permanent, they just need a 240V plug.

It does sound like a hassle but when I was interested in the VOLT GM made it sound like the charging station would be permanent but I will have to look into it again

Don't know what GM was selling, but it is permanent in the sense that a wall mounted oven or dryer is permanent. I don't think it would have been hard wired in. You could unbolt it from the wall and take it with you. It would require a 240v plug in the garage where you moved.
