Yeah, because people propping open the gates designed to keep people who don't belong out, using the facilities meant for RESIDENTS and being a general disturbance is certainly none of the OPs business...

Are these people actually living in there or do they go in briefly and then leave. If it's the latter, he is probably dealing drugs.

I don't care if my tenants have guests, but I don't consider running a flop house to be the same as having the occasional houseguest. If I knew one of my tenants was running a homeless shelter out of one of my rentals, that tenant would get his no- cause notice to vacate.

If the tenant is on a lease, the landlord might have to wait until the lease is up and non-renew. It would be difficult to prove that homeless people were staying there and courts require proof before they will evict.

That's what I thought when I read Katie's comment. Of course it's the OPs business and they should be reporting it to the owner or police if they think something illegal is going on.

This goes way beyond a weekend visitor.

She could video, but be careful.
Are you seeing the tenant outside at all? If not the neighbors should notify the police and they can do a wellness check.
I would share your concerns if I were there.

You're wrong. If the neighbor is running a homeless shelter or having streams of unsavory people in and out all the time, it most certainly IS the OP's business. Propping open the gate, using the facilities, making the neighbors feel unsafe- it's definitely an issue to take to the landlord/owner.

Take pictures of the propped open gate, and any person who is staring in your window. These are violations. Unfortunately you have to have some back-up, not just say this is happening.
