Is it possible for someone to intercept it? Sure, but not very likely. Bigger concern would be how safely they store it on their end regardless of how you give it to them.
We have had plenty of potential tenants email us the completed application. We have never had a problem yet but of course there is always a slight risk if you are delivering it any other way except in-person hand-to-hand. One of the first things you want to be certain of more than anything is that this company is on the up-and-up and not just a phishing scam of some sort. Have you viewed the apt so you know for sure they are legit or are you applying for the apt sight unseen? I would be very hesitant if it is the latter.
Not a LL here, but could you email the application with everything except the SSN filled out, and then give it to them over the phone?
I would be leery to send the SSN via email. but if you give it to them over the phone, they can either fill it in for you (once they receive your form) or enter it right into their system.
I know this is old, but I don't think its quite clear. Its never been safe to send Personal Identifying Information via email. As a company, in many states, it's becoming or already is illegal to mishandle PII. Usually, as a company, you need to restrict access, follow one of the many protection standards and put multiple levels of technical protection in place in order to avoid liability.
While the transmission of the data in an email is a bit of a security concern, the real issue is how the emails are stored and persisted over time. If you were to send an email with PII it will likely be accessible and persisted in an unsecured manner on multiple devices (computers, phones, tablets, their tesla ect..) likely forever or at the very least several years.
My advice would be to politely educate your landlord on the issue if at all possible.

You should be more worried about who has access to the file when they receive it and print it out.
It's generally not a problem as most emails are https the S meaning secure. you can also use a mail server that encrypts your emails one I have used before is Proton mail.
What the government needs to do is create a system where we give them a number that is associated with out SS but where they do not have the actual SS number. Maybe some kind of pin system to that they need to access info.
I think they are Changing Medicare cards so they don't have your SS number on them anymore.
Some insurances don't have a member Id number.they make you tell them your social.
