I failed inspection for crack in window. If I just take out the broken window leaving just one window of the original double pane will it pass inspection.

You can't just take out a pane like that. They are sandwiched in there and when you remove something you loosen the sandwich and the remaining pane will be mobile. It won't cost but a couple hundred dollars to have it fixed. Call around your local glass company to come get an estimate. My single pane replacement in Nov last year was $260.

There is more than one type of double pane window. I took it out and it looks the same me. But will the inspectors notice is my question

There isn't two types of double pane windows. They are made with a spacer between the panes which contains a chemical that removes moisture between the panes so you don't get fogging between them. The spacer also allows the glass to move with changes in temperature to prevent breaking. That spacer is glued to both panes, not the frame, and keeps the entire glass snug in the frame. If you remove a pane you loosen that fit and create other issues like breaking the weather sealing.

The only other thing that comes close is double hung which the exterior pane is in its own frame that can be completely removed, normally it gets replaced with bug screens when removed.

No one can tell you if they will notice your slumlord behavior but the inspector. Most likely when they come to inspect they will catch it since they are specifically checking that window now but there is no way of anyone online knowing that. Hopefully you aren't in a cold climate because that window is going to cause that room to freeze in the winter.

The inspector will specifically be looking to see if that particular window has been fixed. I doubt very much that they would fail to notice that it was as bad or worse than ever.

For Pete's sake. Just get it fixed.

If the tenants broke it, make a note in their file to not renew their lease if they have also broken other things.
