Never heard of that, to be honest. The landlord's the one taking a risk if the tenant doesn't pay.

I can see how the HOA might want to do some kind of background check, but I haven't really heard of that happening either.

600's does not mean bad credit always. I know someone with high 600's just due to over-utilization of revolving accounts, never missed a payment in his life (life of the credit report at least), seen his credit report myself.
