What can I do with upstairs neighbors who makes lots of noise at ungodly hours. I have complained and all the mgt does is write them letters. I told them that there is 12 people living in a 2 bdrm apt and they say they can't prove it.

I can put a video in ft of my door to show who shows up every day and all hours of the night, take pictures of their many many cars - when you have that many people living upstairs - well lots of noise will occur. If I were the upstairs people, I would have chosen downstairs so I would not bother other people. But downstairs cost more, however with that many people living there, they should be able to afford it. I know the best answer is move but we are in the midst of buying a house and we don't want to move more than we need to. And if we are lucky to get a house (w/o getting outbid) we have to pay the lease breaking penalty fee.

Call the city or town and report them. You can't have that many people living in a 2 bedroom apartment. if the town can go in they will see mattresses everywhere and that's a fire hazard because people are supposed to sleep in permanent bedroom with windows that can open for egress in case of a fire.

Take the videos and pictures are proof, and follow up the town may not care either. If they don't care follow up with a supervisor or write a letter and hopefully they will respond. Calls can be ignored but if it's the town they should have to document any letters.
