Family has issue with group of 20 something males who are renting from absentee landlord. Your typical problems... guests loudly coming and going at all hours, loud outdoor parties middle of night, visible drug and alcohol use and general disrespect for being neighborly.
Mediation between tennants and neighbors will not be successful and its about to boil over. Family is afraid to call police or landlord because of retaliation. There is no HOA and moving is not possible.
How does family rectify problem anonymously as to not alienate themselves and cause retaliation?
Either contact their LL or you will need to call the police if they are doing anything that is unlawful such as disturbing the peace, etc if mediation between them has failed.
Not sure what else you can expect to be done. The problem won't go away by itself if no action is taken, as you have obviously discovered.
It is always best to have a paper trail anyway so calling the police when necessary and having the reports on file is your best means to control it or stop it plus it gives their LL concrete proof to take action and/or evict if necessary.
And you can ask the police to not mention your name when they address the unruly tenants and they will abide by that. But, if it is 100% obvious that you would be the only option to file a report then there is not much you can do about that.
If they're engaged in criminal activity (and if you're area has noise or nuisance laws, that's criminal), call the Police, in addition to notifying the LL. We hate it when people call US about issues like this - we can't do anything after the fact. Call the Police! That's what they're there for.
If you cannot move, and are afraid to call the police, you'll have to live with it.
Maybe if you installed video cameras all around, you'd feel safer about calling the police?
Why don't you just tell us what other ideas you might be looking for. You have been given all options available and unless you have good concrete documentation and/or police reports filed where other action can then be taken or enforced then there are no other options other than trying to mediate with the neighbors or contacting their LL.
So, just what is it that you actually want to hear?
Loud coming and going, not much.
Outdoor parties, call the cops.
Drugs, call the cops.
Disrespect, nothing.
Can the owner be sued, sure you can sue anyone you would like and for any reason.
You could try to sue the landlord but you would have a to issue some sort of demand on the landlord and give him a chance to cure first. I get letters from neighbors sometimes and I address the problem when it is a reasonable complaint; the owner of rentals has to be registered with the county recorder here and is public record so it is easy to find me.
If you won't call the police and you wont call the landlord, there is nothing you can do but put up with it.
