Amazing what some people will do. The first thing I saw was it looked like a fire hydrant. Than I thought a dog bone. I guess it depends on what people already have in their minds.
Once you get into the upper middle neighborhoods in other areas (predominantly outside the West/Southwest region of this country, HOA's are usually not prevalent, or considered highly irregular. Where I come from we call them "Gate People" and find it to be the funniest concept that home ownership has conjured up to make everything homogenized, including the coagulated high costs and universal misery, which is as a result. Power trippers and OCD types usually seek out such places while the innocent get burned.
The ultimate solution to living outside of an HOA is quite simple. Find a place with like minded people who have respect for their property and neighbors. Contrary to popular belief, it is hot too hard to come by; Just not around transient areas.
I've seen a few penises in my time, and that bare asphalt patch doesn't remind me of one.
I'm kinda wondering about the person who complained. Whoever it is must have a hard time any time s/he goes out of the house. Probably doesn't own an immersion blender though.
